Versions
See which builds your users run, and refuse a broken one; every copy below the line shows your message.
Under a tool, Versions shows the builds in use and sets the builds that may run. A build below the minimum, or on the refused list, stops within the hour and shows your message instead of the tool. No release is needed.
In use
In use shows the builds your users run: each build's check-ins over the last seven days, and its share. Every copy checks in when it is installed or updated and at most once an hour while it is used, and names its build; copies ask about as often as each other, so a build's share of the check-ins is close to its share of the people running the tool. One address counts at most five builds a day and 120 check-ins an hour for a tool, so a script cannot fill the list or outweigh the copies that ask. Nothing about the device or the person is kept: a check-in is a count against a tool, a day and a build.
Look here before raising the minimum: a build most people still run stops for all of them until Chrome updates it. The counts are kept for 35 days.
One customer's devices are on their page under Customers, each with the build it last reported. That build comes from the device's signed requests, not from the check-in. It is known only for a device that has signed in or activated a key.

What a refused build does
The client checks the policy when the extension is installed or updated, once an hour while it is used, and when the Wall popup opens: on Test at every open, on Live when the last answer is five minutes old. The answer is kept across the service worker's restarts. A refused build:
- shows the message in the Wall popup, with no plan offered and no use counted;
- answers

Nothing else changes. The person keeps their account, licence and devices. When they update, the check passes and the tool works again.
A refused build stays refused until the Wall answers otherwise. A check that fails, offline or on an error, keeps the last answer. A copy that never comes online is refused when it next checks in.
What it is not
Versions does not end a licence. To stop a person, refund or revoke on their customer page. See Customers.
